Japan's New HTA Policy: Issues and Challenges

Description: Health technology assessment (HTA) is a multidisciplinary field of policy analysis. It studies the medical, social, ethical, and economic implications of the development, diffusion, and use of health technology. HTA agencies vary considerably across countries. There are also significant differences in the practical application of HTA. HTA is usually defined as a multidisciplinary field of research, but the extent of analysis varies. In some countries HTA merely studies the clinical effectiveness, safety, and cost effectiveness of technologies. However, agencies in other countries apply a broader perspective and also consider other issues, such as ethics, or organizational, social or legal aspects of technology. Differences in health care systems and in the organization of HTA probably explain a large part of the variance in international HTA. On the other hand, differences in how HTA is perceived, understood, or used in a given health care system have an important impact on the way it is performed.
Considering the coming roll out of a new Japan-style HTA System in Japan on April 1, gaining an understanding of how this system will be used going forward has become a critical need for any healthcare company doing business in Japan. Dr. Kamae is a leading expert in the field of health economics and has been an advisor to the GOJ on HTA since 2012. He will share is insights about the new Japan-style HTA System and future trends.
