Event Overview:

Cybersecurity is a key topic of debate in Japan’s digital policy. In response to
both emerging and existing challenges, the Government of Japan is introducing
new policy initiatives to pursue better cybersecurity, including the Active Cyber
Defense Act, enacted in May, and the renewal of the Information System
Security Management and Assessment Program, or ISMAP.

We are pleased to welcome Tomoo Yamauchi, one of the principal architects of
government cybersecurity efforts until recently, as guest speaker for this
seminar which will offer fresh insights into how we should understand Japan’s
cybersecurity, as well as comprehensive, up-to-date knowledge to better inform
businesses. Members interested in the country’s cybersecurity developments as well as the government’s digital networks and services are encouraged to attend.

About the Speaker:

Tomoo Yamauchi joined the Ministry of Internal Affairs and Communications
(MIC) in 1989 and most recently served as director-general in charge of
cybersecurity and chief information security officer until July 2025.

From 2016 to 2021, he was in charge of cybersecurity as deputy director-
general and counsellor of the National Center of Incident Readiness and
Strategy for Cybersecurity (NISC) and cabinet secretariat. At NISC, Yamauchi
oversaw cybersecurity strategies from 2018 to 2021, incident response
coordination for the Tokyo 2020 Olympic and Paralympic Games, amendment
of the Cybersecurity Basic Act, and preparing the Critical Infrastructure Action
Plan. Prior to this, he was responsible for policies regarding research,
development, and promotion of space communications at MIC.

Yamauchi also has a range of experience in information and communications
technology policies. His previous assignments include radio wave policies, such
as land, maritime, aeronautical, and satellite mobile communications. He holds
a master of engineering degree in applied system science from Kyoto
University.
